Tried unplugging internet connection and completely disabled NIS. I deleted the partnership and attempted to re-establish the partnership and resync.

Still no luck and same error message.

As for parental controls on NIS, I did not install them when prompted. So, I guess I’m logged on as administrator as I can't find anything to the contrary.
