The AKU/build reference table can be found
here
The build in this ROM version is 14957.2.3.1 which is not in this table but according to the table any build after 14955 should be on AKU 2.3 or higher. So I believe the answer is yes.
EDIT: Just read that the AKU version is stored in the registry: HKLM\SYSTEM\Versions\Aku. The answer is definitely yes since it shows
.2.3.1 there.

I don't think so. I had to install Broadcom drivers to get my BT headset going with Skype.
