Although I'm not sure if this is his meaning, recently the two terms have been being applied to any unsecured/unpaired BT communications/chats.

I've never heard of bluejacking to "steal someones service" however. In the malicious term it is simply sending unsolicited messages - possibly in an amount that makes the target device unusable. Aka, any message sent that doesn't require a confirmation from the receiving device before said device receives it.
