No, I don't think this is anything that sinister. This is more a situation where I think there are two shipping queues at Dell, one for normal operation and one for backorders. Sadly, I think that the two departments fail to communicate too well with each other since when parts are made available, the normal department just starts shipping them out instead of waiting for backorders to go out first.
The result is this wonderfully frustrating effect which I remember also happened with the Axim's themselves when they came out. For example, if person A had ordered an Axim a week ago, and person B ordered it today, person B would get their Axim a week and a half earlier than person A.
These quirks are becoming more and more disturbing for me, not because I care when I get WM2003 (with all of the reported bugs, I'm not in a huge rush to flash my Axim), but because it makes it more and more difficult for me to recommend Dell to my friends, family, and clients after reading about these sort of things. I mean, if this would have happened when I was actually on a schedule, then frankly I'd be extremely ticked.
