The Axim is a Bluetooth 1.1 device and as such is limited to a theoretical maximum of 768kbps. Many devices are not capable of this speed and so your speeds between devices can be anywhere from 10kB/s to 80kB/s.
To answer your question: Yes, what you are getting is about right.

Sorry, just read the spec and it says up to 1Mbps for BT1.2 devices, up to 3Mbps for BT2.0(EDR) devices.
You are still getting about the best speed you can, 1Mbps is approximately 100-120kB/s...
