Does a setting somewhere have to be changed or something else have to be done so that the background appears normal? Is the theme somehow interfering with the image? I've got it set to the default Dell theme.

Are you by chance using the today settings applet to add the picture?
Try going into the built-in Pictures app and tap and hold on the image you want to set as your background and select Set as background (or something similar). It should open a screen that lets you adjust the transparency of the image.
I don't have my device in front of me right now, but if memory serves....
