Must have Activesync 4.1 or newer to sync Windows Mobile 5. Personally, I would go with 4.2 or 4.5, the newest ones.
If you have latest ROM, under Settings-Connections-USB to PC check or uncheck Enable advanced network functionality.
THINGS TO TRY:
Run the Diagnostics CD under the help section in Outlook 2007. Try with Axim unconnected, then connect Axim; if that doesn't work, try with Axim connected, run diagnostic, then disconnect and reconnect Axim.
Attach your Pocket PC and run Windows Update. If your device is compatible it will offer to install Windows Mobile Device Center. (This may be for Vista only, don't know).
EDIT: IT IS ONLY FOR VISTA.
Maybe there is some documentation within Outlook? If you have the Business Contact Manager, the below link may help.
