They are used to install the program and, once run, can safely be deleted. If you are worried, test the software after you delete the CAB file.
The only reason to keep a CAB file or EXE installation file once you have installed the program is to allow you to reinstall it if there is a problem at a later date. You could try relying on being able to download the software from the software manufacturers website but this may not work if they have update their software later and there is no free upgrade to the new version. Alternatively the software manufacturer company could close down and there is no way of getting the file again.
I keep all such CAB and EXE files on my PC.
