What operating system do you have?
In Windows XP, the Control Panel should contain Folder Options.
Post back if it is not there (will have to tell you about Group Policy then, I think).

You may be able to access Folder Options only on your home PC. If your other PC is at work, your network administrator is the one that allows/does not allow you to view this option.
Folder Options has nothing to do with Activesync, so not necessary to change Activesync version.
