Sounds like a weak excuse to me. The audio on the Axim is loud enough, and has pretty good fidelity. I would rephrase the answer to be:
"We built a really cheap audio-IR converter, and make demands from the audio well beyond what is reasonable. We had to cut corners somewhere, so we blame failure on the PDA manufacturer. It's too hard/expensive to bother to fix."
