LOL, assuming that you bought the unit new, we don't need to worry about the first part! :)
On the Start Menu, tap Settings, System (tab) and Regional Settings: Change the settings to your location.
Locate the backup and double tap it: it should auto-restore. If it doesn't copy the backup to the main memory on the device and try it from there.
