I usually don’t let mine get as low as 30% (doing so shortens your battery life), but the power light and meter on the Axim reports it’s back to 100% very quickly after plugging it in. I cannot remember where I read it – on this site or another, but the feeling I have is that these ‘reports’ are somewhat over estimates by the Axim and that it’s generally better to keep charging past the 100%. In fact, the batteries themselves have built-in circuitry which will prevent them from being overcharged so there shouldn’t be any problem with just leaving the battery in the charger or the Axim connected to the power supply.
