I figured it out. the error was do to the resolution. What I was doing was first cropping the video (to take out black bars) then resizing. the resize i did to give me height and width that were divisible by 16, however the cropping that i did before the resize ended up with resolution that wasnt divisible. I thought this didn't matter since i figured it was the resulting final resolution that mattered, but apparenlty not. i changed hte crop a bit so the height was divisible by 16 and all is good now.
