WM2003 and Pocket PC 2002 has what is called virtual device memory that is preallocated (virtual address space). You cannot see it if you go into Settings -> System -> Memory. This address space is used to load all drivers upon reset. If you have a 4155 (which I think you do) BT and WiFi drivers are loaded upon reset. Try turning off WiFi (if it is running) and the BT radio. Soft reset your PPC. Then before opening any programs, turn on the BT radio before going into BT Manager. If and when the BT radio starts, then go into BT Manager. I would also take out any cards since they need drivers as well.

It sound like the BT driver was not initializing because you were short on virtual address space for the drivers. By restarting this way you should be able to startup BT.

I have also heard that is not a good idea to run WiFi and BT at the same time for this very reason.
