No - you can't take a video that looks poor, and 'convert' it to a better-looking one.
My solution was: if I found something I liked on
PocketMovies or anywhere else, if they provided a link to the source movie I would download that instead and re-encode it myself. Most of the downloadable movies out there are at a lower quality than I like, and most seem to be MPEG anyway - yuck.
