I know it's a bit late to reply, but you can fully erase an iPAQ 38xx/39xx by using the following finger-breaking combination. This is used normally when upgrading the firmware. MAKE SURE THE CRADLE AND POWER ADAPTER ARE FULLY WORKING BEFORE PROCEEDING! (don't mean to shout!!)
This is best done with the iPAQ lying flat on a table, near the edge (not too close!)

Hold the Stylus in one hand, then with the other hand Hold down the two outer buttons below the screen whilst holding down the On/Off button above the screen. (It can be done!)

Then hold in the reset button with the stylus until the Red and White screen disappears. It does fade away, the reason for this is that you have disconnected the iPAQ from the battery. Leave it away from the cradle for at least 1 full hour. You will then need the Cradle/Power Adapter to reconnect the battery.
