Yeah, the POI is seperate, but extreamly cheap... I made an error. But the map pack does come with major streets. Interstates and highways.
From what the lady at Mapopolis said on the phone, you can only load enough maps to reach 20 million in population, a limitation that Navtech put en place. By loading major street maps, the population count for them are zero so you can still travel without having to load every county etc.. between start and destination.
