Upgrde to AS 3.7? :) sounds like you've tried a few things... :)
Beats me, sounds like a filtering issue. It's not the built in WinXP firewall?
Maybe you could try and remove all the "items" that are being synced. So tell it NOT to sync anything and just connect. See if the green disc stops spinning.. If it does add them in one by one..
