No, I use ATT Broadband. If you are not on their network, you need to set your email program to look for specific non standard ports (465 for outgoing mail and 995 for incoming) to download your email. As far as I can tell Pocket Outlook doesn't support this.
Please see my last post under Brain Cramp. I didn't have to mess with any ATT Broadband port settings to get my internet mail service to work.
