Doh!
Finally figured this inbox nonsense out. It's evidently related to the fact I have a POP3 service with ATTBI, not an MS Exchange account. Instead of using ActiveSync to duplicate what's in my Outlook 2000 inbox, which never did work right, I needed to set up a POP3 service on the Axim and tell it to download entire emails which on test successfully includes attachments and no limit to the number of lines of body text with emails I sent to myself. This is important because the default on setting up this type of account is to capture only the message headers. You have to select "entire message" during the option part of the setup.
In other words for activesync, I do not include the Outlook inbox, just the other stuff I want like calendar, tasks, etc. They sync up fine.
When I want my email I don't worry about Outlook or ActiveSync, I just select my new pop3 service and when I connect via the internet with one button click at the bottom of the inbox screen, all my messages get delivered to the PDA. Interestingly, they show up even before the same messages are received by Outlook 2000. I don't really pretend to understand this, it just works!
I guess I'd better go to my ATTBI account and tell it to save my messages on their server though, so if I check mail in Outlook first, I'll also receive those messages on the Axim when I use this new service connection.
Saving attachments to the SD Card isn't still a done deal yet, but I can cut and paste those from the Built In Storage for now or better yet open them and save to the SD Card.
This should be easier, but what would life be without challenges.
