I had the same with my hx4700. The filestorage cannot be formatted as it uses a hp-only filesystem. The utilities on the market, freeware or commercial alike, are only capable of handling the fat32 filesystem which is used on expansion cards. Some of the ipaq models still use that filesystem, but the hx4700 for example DOES NOT. (grrr..)
Solution:

Back up all of your files (do not use a program like sprite backup as it will be useless if your rom version was not the same, restore won't work), at your own risk download the ROM update and the firmware update from HP (http://h18007.www1.hp.com/support/fi...1120_6089.html) under the section BIOS updates.
Follow all the instructions from HP and update the ROM with the RUU software, then do a firmware update as described.
You should now have a clean, ready to use, empty ipaq file storage.
F^$#ckers at HP don't even know when you call their support department or their online help system. Inadequate m$#$f%%ckers

As far as I know, this is the only way to format the IFS on the 4700 (in fact, after my last ROM update, I have remarked that it has not formatted the IFS; I hope you will be luckier than me. Since I had not any corruption problem, It was not a big problem for me (I have just erased all remaining files before the clean install). This is like taking a cannon to kill a mosquito, thanks HP!
