My perception was that the 27,2,2.5 was definitely quicker than 400. I didn't try any videos, because I don't use my Ax for that, but it was stable. I'm not sure 27,5,1 would be stable, and I don't want to hang up and force a hard reset. What I really liked about Hackmaster was the ability to throttle back to 100. I do use my Ax to read ebooks, which is a non-cpu intensive activity, so throttling back to 100 should extend the battery life even more.

Because I only want to change speeds when I want to, I don't have Hackmaster registered to startup, nor do I make the changes "sticky." When I want it, I start it, set the speed and minimize it. I'm waiting for Anton to implement vCore changes to decide whether to try that or not.

You might scan the entire brighthand thread for video implications. The PocketTV Team has been making comments throughout, some in the early days were pretty caustic. Lately it's gotten better as Anton has perfected the software.
