Sorry about the confusion. I was referring to some notes on Pocket PC 2000. In 2002, simply go to your inbox, tap on "Tools", select "Options", and then tap the "Storage" tab. There is a checkbox to tell inbox to put attachments on the storage card.

BTW - Microsoft also fixed the problem of your inbox hanging up if you get a message with an attachment and the storage card is missing or the folder is gone from the card.
