I have one directory on my pc that I download themes and programs for my Axim to. I then use activesyc. to transfer the themes (*.tsk) files to the my documents on sd card in my Axim. You can also put them on cf card.
There is an ignore-my-documents file t has to be removed from my documents folder after copy your first file to it. Otherwise Today will not find the file on sd or cf cards. You have to do it using active syc on your pc.
Some people I hear put their themes in the root directory of their cards.
Also as said above you can go to forums/themes and find all kinds of great info on themes, themes to download and what are the best theme creation programs.
Have lots of fun with them. :D
