There is certainly a very legal purpose for ROMs and Emulators. Developers use Microsoft's Pocket PC emulator to test their software. Nintendo uses Gameboy emulators to test their games. Connectix sells a legally licensed Windows emulator called VirtualPC so Mac users can run Windows software.

The simple definition for "Emulator" is a program that allows you to run or "emulate" a peice of hardware/software out of its native environment. These utilise ROM images for the software.

Downloading a copyrighted game/program for free and running it in an emulator is NOT LEGAL. You can't keep it for 24 hours and then delete it, nor can you download it if you already own the game. You are basically stealing that game from the company without purchasing it.
