They probably just didn't think their wording through before writing it in the installer application. Most likely, it's probably the same installer application that came with the A04 > A05 update CDs. In which case, those users would have already had WM2003, so the backup data would still be able to be restored....because the operating system wouldn't be changing for them.
OR
It could mean, just make sure you have synced recently, so that you do not lose all of your schedules, contacts, etc. Outlook will still transfer those back over to your PDA once you sync after the upgrade. It is just the actual
backups that cannot be restored.
