Not without somehow purchasing a copy of PPC2002 OS from Dell. She could contact them and find out if they would be able to sell it to her, but I don't think they sell PPC2002 CDs.
The reason for the need to purchase from Dell, is because she only has a license to use WM2003. In order to use PPC2002, she would need to buy a license to use it.
