I know for a fact that everything that you mentioned is 100% correct with reference to Corporate Licenses. However, I have always been told that the "free downgrading" does not apply for users with Individual/Consumer Licenses.
I am not a lawyer or anything, but simply relaying information that I have been told over the years regarding downgrading.
