This is just one of a dozen or so similar programs now out there that "enhance" control of the Xscale processor. Some will overclock a 300mhz to 400mhz, some will slow a 400mhz down to 100mhz for better battery life, and other tweak tricks. If you look around (even in this forum) you can find ones developed specific for the Axim - try those before you use one designed for different harware.
