On my PC I have the radio streaming to the PC. Then when I know that is working I use Windows Media Encoder to re-stream it.

From WME create a new session, cancel the wizard, go to the properties button, Compression Tab, Destination is Pocket PC, audio is "CD Quality Audio CBR".

On the Output tab select Pull From Encoder and enter a port number, I use 80 but you can use any free port.

Source tab select Audio and you may need to play around with that a little. It will be different to mine because it's determined by what is actually in the PC.

That should be it. Save it, start encoding and on the right hand side you should see the two bars moving up and down to show the incoming signal. If you don't see that, stop encoding and go back to the properties and Audio device.
