Try holding it in for a couple of seconds, it should go off. There are also a lot of 3rd party apps that you can use to accomplish this without using the hardware button. There are free and pay versions. I reccommend Battery Pack 2003 by Omega One. It's not free but I find it very useful beyond just the shutdown option.
