I have Battery Pack 2003 and I like the program. I agree that the battery meter may be suspect, but I can't say that for sure. In general, it's a pretty simple and well-thought out program.
I also bought Spb Pocket Plus, and I like that too. They are not identical products, but both have the ability to put shortcuts on the screen and have meters for measuring some PPC functions (ie, memory usage, battery status, etc.) I primarily use Pocket Plus for it's browser enhancement features, and Battery Pack for shortcuts on desktop and metering.
I was using Pocket Plus for closing applications with the "x" button, but just downloaded a freeware program called Magic Button which I really like. I no longer use the Switcher application, as this shows is more like an upside down Windows taskbar showing open applications along the top of the screen by the start menu button. The link is:
