What counts as running 'well' varies from person to person, and game to game. Hence, why there is some confusion. To get get nearly full speed (single digit frameskip) you'd need to
overclock a 400MHz Axim and run one of the faster SNES emus.

What do you mean by 'heavy load'? If you mean having a bunch of stuff running in the background, you can't really do that. You really should close all other running apps.

A huge one! Definately get WM2003 if you want to do SNES/GBA emulation. The speed difference between my PPC2002 300MHz Axim and my friends WM2003 300MHz Axim was very noticable.

Tweaks: (if any) always to set processor speed to normal and close all running apps (except switcher bar)
Peformance: 80% speed with sound off, 70% with sound on. Playable, but slow. (would be fine for RPGs) I normally play Gradius 3 on it.
