Yeah, I agree with the others. Most beta testing is not just a freely open application process. Astraware began by doing this, but I don't think they even have such an open testing program anymore.

The main reason developers want testers that they have had experience with before, is because they are handing you a copy of their software months before it is released to the public. It just takes one lousy bum to post it on the warez scene, and it's instantly spread to thousands of users before it is even released. This is not how most companies want beta testing to go. :)
