I used to have a lot of trouble with the Today picture, too. Now instead of going through settings and the menu thing, try just going to the picture you like throught the picture program. On the bottom left, click on tools and you should be able to make it the today picture from there. You might want to adjust the transparency level--depending on the darkness/lightness of the picture.
