Just in case this is still an active problem (I just got my WCF12 going today with the new PPC2003 driver), I solved it my TEMPORARILY disabling WEP on the router.
It immedialtely connected and started going to web pages OK. For kicks, I tried reenabling WEP on the router and then again on the Dell (in 2 places, the utility and the built-in wireless setting page.
For some bizzare reason, it now connnects fine, 64 bit WEP and all. And no, I did not make a mistake entering the WEP key as it was always connected well, it just wouldn't browse. And it wasn't limited to PIE and I had other internet programs that would not connect at all either.
If you are at wits end like I was, try this.
