It sounded like you have the Axim docked when you start and stop the PC. Don't connect it if the PC is not up and running already. Remove it from the cradle/sync cable before shutting the PC down.
You may want to hard reset the Axim to make sure the sync program is not corrupted. Did you have the Axim docked when you installed Active Sync? It should not be connected untill after the installation is complete.
Further problems are usually due to weakness in the PC USB system. Some users have reported a USB socket works a printer OK, but won't handle the Axim for some reason, and changing sockets or adding a USB expansion card fixed everything.

The only problem I've ever had is when my PC went to suspend while docked. The Axim turned off too instead of staying awake like it usually does, and when I woke up the system, it would not sync. I had to reboot the PC, and then redock the Axim, before it would reconnect.

The order in which you install, run, and sync is important.
