You can close Outlook on the desktop PC just like any other app. Select File - Exit or click the "x" button at the upper right. Take the Outlook shortcut out of your "Startup" folder in the Start menu so it won't load every time you boot up your machine.

As for the number of messages you can sync, I have successfully sync'ed 23 messages at a time. I have my options set to sync no more than 100 lines and sync the past 5 days worth.
