The 48mb ROM is partially consumed by preloaded software, the stuff that executes when you hard reset and moves into RAM Program Memory. The 21.2 is what's left over of ROM and made writable as "Built-in Storage".
Best just to let the memory allocation slider do it's thing in auto. It's more important to not load so much stuff in RAM "Storage Memory" so that the slider has more room to play in. Keep your Storage Memory usage to about 35 - 40 mb max so the rest of the 64mb RAM is available for Program Memory.
Some of the available Program Memory is needed for file transfer processes, beyond the space needed to actually run the apps you have open.
