I believe the minimum Flash light setting is 5 minutes. Therefore, even after you dismiss the notification, it will continue to flash for 5 minutes. Of course as the previous post suggested, performing a soft reset should stop the flashing immediately.
BTW you can check/change how events notify you by:
Go to Start-Settings-Sounds & Notifictions tap on the Notifications tab at the bottom.
The top of the Notifications screen has a drop down list with the various types of events.
The bottom of the screen has various check boxes allowing you to select how you want to be notified for the selected event.
You can check/change the current settings (i.e. sound, message, flash) for each type of event to have it notify in a particular way.
