This is just my guess, but probably the issue is over WHO decides when a boost to max power is necessary.
When you're demanding relatively little processing juice (compared to what it could feasibly handle), let's say playing Solitare, then the "Auto" mode might keep the processor on the slowest setting to conserve power.
However, in this very situation, maximum processor speed would give you slightly faster responses with everything - menus, graphics, etc. If power use was not really an issue (you charge frequently, let's say) then you might elect to always have the best response from your system, even when it only means saving a few milliseconds of drawing time.
