Basically, in the memory utility (Start -> Settings), you can assign different amounts of the RAM (64mb in your case) between "program" memory and storage memory.

Storage memory is used to install programs in the RAM. While program memory is used when programs are running.

I hope that clears it up a bit, I'm sure someone else has a better explanation.
