Help!! It's so annoying. I've tried a dozen soft resets and numerous uninstall procedures.

Use file explorer and go to where the folder is showing. Tap and Hold on the folder until the menu appears, then tap either Delete or Cut or whatever it says to make it go away. What's been left behind in the install are just links or shortcuts to the programs. Untidy of them to leave that behind, but you can't control third party programmers...
