Yes, it will go up and down as programs need more or less memory to run. The operating system will move the boundary to make sure programs have enough room to run. Generally the boundary will be to split the available free space 50/50. So, if you have 32 Meg total and store 4 meg of programs and data in the Storage Memory, and then use up 12 Meg of Program memory, the remaining 16 meg will be split 8 and 8, with the slider ending up at 12 for storage, 20 for program. You can temporarily change that location, but the operating system will override your temporary change if it needs more program or storage space.
Also, if the slider is moved by the o/s to cut down on Storage space and make program space available, then a program shut down, making more program memory available it won't move back to the 50/50 point until and unless you store something into Storage and it determines it needs more space there. It's all kind of magic, so don't worry about it too much, just keep as much out of Storage as you can.
