To turn off the Axim, remove the main battery and the back up battery!
The reason a PPC is always on is that the RAM requires a constant power to retain the data, otherwise the data is all erased. The ROM is not erased, that is where the OS is stored and it is loaded into RAM to run; any memory cards are not erased too (memory cards have a different kind of memory that can survive without erasing, but is usually slower and /or more expensive that RAM).
