There isnt anything that intuitive for the pocket pc, however there are some html editors out there, I think the ons avaliable are pretty descent for editing existing html pages, or creating and editign simple webapges, remember the html code can be long and the ppc screen si narrow which makes it a little bit of a pain in the ass.

You can create an HTML document on your Pocket PC, transfer it to your desktop/laptop by converting it to '.DOC' format. You can even preview your work in Pocket Internet Explorer.
