When the CD Autoruns, Click play, then "Enhance Your Pocket PC"... you should see Resco Picture Viewer under "Dell Business Applications".
You can do basic rotating, brightness/contrast, etc. with RPV. If you want to do Photoshop-esque editing, Google "Pocket Painter"... cool program.
