I looked at some of the FCC docs; the users manual is branded 'USI'. USI (Universal Scientific Inc. in Taipei) is a large contract manufacturer. They build lots of stuff for Dell; on a 'third party basis. Here is how it works: Someone has a design and offers it to Dell. The design is 'given' to a contract manufacturer (USI, G-Com, Celestica...). The CM builds the product after receiving a PO from Dell. The design can be 'owned and controlled' by the CM, or Dell, but most likely by the design house that did the original design. Regulatory certs (like FCC) can be in Dells name, but are usually in the name of the CM or design house that warrant the performance of the product.
