The ignore_my_docs file is automatically created on any memory space that does not have a "My Documents" folder. It essentially tells your PPC to look through all the space for possible files that can be utilized by programs on your device. For large memory cards, not having the My Documents folder can cause significant delay while the PPC searches the memory for files. Having one on the BIS probably doesn't effect the device much but if you add a My Documents folder, you will be able to delete the file and it will stay gone.
