OK, I now see what you mean by "unpacked". I think you should be able to find those files on your PC because the installer program creates them first on the PC's disk before copying them to the PPC.
I don't know why the bootloader procedure doesn't work for you. The only thing I can think of that you are doing something wrong, e.g. one of the four buttons is not being pressed or something. It might also be a bad electrical contact. Can you test for example somehow if the PPC actually detects it when you press the scroller inwards?
